Dear NADEL friends,

This summer, development cooperation has been in the Swiss news quite regularly. The consultation draft of the Federal Council’s Dispatch on Switzerland's International Cooperation 2021-2024 sparked intense debate about the rationale for spending taxpayer money on low-income countries and what the priorities of cooperation should be. Yet, international cooperation is changing beyond this domestic political contestation. Drivers are global challenges like climate change and urbanization. So is the growing importance of nexus-situations, such as the interlinkages between humanitarian, development and peace actors in fragile contexts or between the private sector and development actors in many low- and lower middle-income countries. For us at NADEL, understanding the implications of these longer-term shifts for education and training is essential in order to keep our MAS and CAS study programmes relevant. We want to ensure that NADEL students acquire the knowledge, skills and methods needed to contribute to sustainable development efforts, in project management and policy engagement alike. In this sense, we look forward to the upcoming information sessions for the next MAS cycle that starts in 2020 — which happens to be the 50th anniversary of NADEL (but more on that later).

Impact Award 2020-2022: Call for Projects
The Swiss Agency for Development and Cooperation (SDC) and NADEL are pleased to invite Swiss NGOs working in international development and cooperation to participate in the third round of the Impact Award.
To promote the use of evidence in Swiss development cooperation, SDC will sponsor two impact evaluations conducted by Swiss NGOs between 2020 and 2022. The two award winners will receive a grant of 50,000 Swiss Francs each to conduct an impact evaluation of a development intervention in a low- or lower middle-income country, and will get the opportunity to exchange with technical experts at NADEL. Deadline for submitting a proposal: Dec 4, 2019.

MAS Cycle 2020-2022: Info Sessions
Our Master of Advanced Studies (MAS) in Development & Cooperation combines studies at ETH Zurich with learning at an international organization, providing students with both the theoretical background and practical experience necessary to successfully pursue a career in international development. MAS graduates are in high demand: Over 80 percent of our alumni have found a job in international cooperation within three to six months after graduation.

Caritas Development Policy Almanac: Africa between Prosperity and Poverty
Local development issues in Africa are closely linked to global politics. As a result, programmes to tackle poverty can no longer be designed and implemented in isolation. Linking development cooperation with migration issues, however, is the wrong way to go, argue Isabel Günther and Fritz Brugger in their contribution to this year’s “Development Policy Almanac” published by Caritas (in German and French only). To fight poverty in Africa more effectively, development cooperation needs to link politics, research, industry and civil society in order to deal with interconnected old and new challenges. Challenges, the two authors point out, that are even potential catalysts for sustainable development, such as: Increasing urbanisation and digitisation, climate and demographic change, as well as the lack of tax reforms and structural change.

MAS Policy Brief: Climate Change Moves People — for Better or Worse
Climate change is a serious challenge for humanity as it puts human development at risk. Many people already move in search of safer livelihood options elsewhere. As climate stresses rise, migration is expected to increase further. A new policy brief written by MAS students points out that countries can minimize the negative effects of climate change by promoting planned and voluntary migration, as it is more likely to be beneficial for individuals and host communities than forced migration. With appropriate framework conditions, migration is an opportunity for development. Hence, development actors should keep this in mind when planning strategies and interventions.

Goodbye to Marie-Laure Müller
After 29 years, NADEL’s “heart and soul”, Marie-Laure Müller, retired in July 2019. Nicknamed our institutional conscience, Marie-Laure decisively shaped our institution: She was responsible for a number of courses, but more importantly, Marie-Laure facilitated the project assignments for our MAS students. She was the go-to person for students during their time abroad and Marie-Laure always took the time to listen and provide support. Marie-Laure has been a defining figure, not only with her professional expertise and huge network, but also with her open heart and open office door. If we needed any advice, Marie-Laure was always there for us and our students. She introduced us to a decent coffee culture, sweetening many breaks with cakes or candy. Marie-Laure has left a big gap at NADEL — it’s not easy to survive without our heart and soul ... We are wishing her all the best for the future and thank her very much for her commitment!
International Conference o Education and Decent Work for Youth
Conference on “Education and Decent Work for Youth”: Call for Papers
The Swiss Economic Institute KOF together with NADEL will hold the international conference on “Education and Decent Work for Youth” on June 4-5, 2020 at ETH Zurich. The aim of the international and interdisciplinary conference is to provide a platform for leading development scholars, practitioners and policy-makers to reflect on the determinants of improving education and the working conditions for youth in developing countries.
We invite contributions from scholars in economics, sociology and educational science.
Deadline for submissions: January 15, 2020. Only full papers are accepted.
