NADEL Newsletter March 2024
Dear friends and alumni of NADEL

What is the role of researchers in low-income countries in the production of knowledge for a greener and fairer world? The short answer is that they already play a central role in their countries, but they should play a much more explicit role in global knowledge production and in generating evidence to inform international policy. To make this happen, we need to rethink research and education funding, the science-policy interface, publication processes, and partnerships between universities around the world. The Commission for Global Research Partnerships (KFPE) of the Swiss Academy of Sciences (SCNAT) is dedicated to promoting global research partnerships, and Isabel Günther has been elected as its new president as of January 2024. Get in touch with Isabel to share ideas on how to further the momentum for effective and equitable research collaboration to address global challenges together.

Special Course: The Basics of Development Cooperation
From 6-8 June 2024, ETH NADEL is offering a new three-day course for individuals who work on small development related initiatives, or who have a strong interest in the area of international cooperation. Study: The state and the legalisation of illicit financial flows
Most research on illicit financial flows has focused on illicit outflows from low-income countries and the role of non-state actors in generating IFFs. Less attention has been paid to processes through which IFFs enter formal value chains – effectively becoming legalised before leaving the country – or the crucial role of state institutions as gatekeepers. Using the case of Bolivia, NADEL/DEC’s Fritz Brugger, Joschka J. Proksik and Felicitas Fischer examined how the legalisation of IFFs works in practice. The study highlights how Bolivia's gold, often informally produced or smuggled, legally enters global markets. State institutions regulate IFFs to maneuver existing centers of political power, benefitting mainly influential cooperatives and their vast electoral constituencies. Legalising IFFs maintains the political status quo but hampers domestic revenue collection. The study highlights the need to examine the role of not only state institutions, but also international regulation to curb IFFs.
