NADEL Newsletter November 2022
Dear NADEL friends and alumni,

While the global community is currently gathering in Sharm El Sheik for the 27th UN Climate Change Conference, there is little reason to hope for substantial progress. The rich nations’ short-term concerns about energy security further weaken their willingness to change gear in fighting the climate crisis, despite the fact that the window of opportunity window of opportunity to avert a climate catastrophe is closing soon. Moreover, people in low-income countries bear the brunt of the impact of climate change, even though the vast majority of CO2 emissions are generated by people in high-income countries. We discuss the topic with ETH students and the wider public on 15 November at our event Good COP, bad COP: what is at stake for global development at COP27. Join the discussion and engage.

For the NADEL team,
Fritz Brugger and Isabel Günther

Report: Future knowledge, skills and attitudes for international cooperation
Globalization, digitalization, changing inequalities, climate change and multiple security crises all mean that international cooperation must constantly adapt to a changing environment. What are the future knowledge, skills and attitudes needed for people who want to get engaged in international cooperation? A joint study between NADEL and cinfo interviewed over 230 experts in the field to identify key competencies for the next 10 years, including collaboration, adaptability, flexibility, systems thinking, self-awareness and self-reflection. Discover more about how individuals and organizations can acquire and strengthen competencies needed for the future.

Report: Swiss Minerals Observatory
How can we increase responsible extraction and use of minerals? The interdisciplinary ETH Swiss Minerals Observatory research group focused on metals of special concern for Switzerland, including gold and copper. Their final report summarizes the research results with policy recommendations to promote the responsible supply and use of minerals. The report includes research by NADEL members on artisanal gold mining in Burkina Faso, increasing metals sourced from e-waste in Switzerland and citizen science in Zimbabwe to measure pollution.

Teaching: Courses in the Spring Semester 2023
Registration is now open for the NADEL training courses in the Spring Semester 2023. Participants can choose from a selection of 10 courses on sustainable development and project management, such as “Evaluation of Projects and Programmes” or “Climate Change and Development”. Courses can be taken individually or as part of a full CAS certificate. The NADEL course programme offers a broad range of methodological skills, introduces participants to new topics, and links research with practice. The mix of academics and practitioners teaching in the courses is one of the signature features of the NADEL continuing education programme. What students learn is inspired by research and grounded in experience.

Event: r4d Dialogue Forum Extractive Industries
How does the extraction of natural resources such as minerals, oil and gas affect public health? And how can we mitigate these impacts on health? Join the r4d Dialogue Forum on 22 November at 14:00 to discuss how public-private partnerships can be strengthened to safeguard public health near extraction sites. NADEL’s Fritz Brugger will present research findings for strengthening public health regulation in Burkina Faso, Ghana, Mozambique and Tanzania. The event is organized by the Swiss Tropical and Public Health Institute (Swiss TPH), the Swiss National Science Foundation and cinfo, and will take place at Swiss TPH and online.

Research: Towards Mandatory Health Insurance?
How do people in a low-income country use health care services if they have mandatory health insurance? NADEL researchers together with colleagues from the Ifakara Health Institute in Tanzania and the Swiss Tropical and Public Health Institute (Swiss TPH) analysed 26 million claims submitted to the Tanzanian National Health Insurance to understand insurance usage patterns, cost drivers and financial sustainability. Findings indicate that mandatory health insurance does not always lead to higher health access and that for a sustainable national scale-up, policymakers will have to decide between reducing the health benefit package or increasing revenues.

About Nicolas Büttner

Nicolas Büttner is a new postdoctoral researcher at DEC. He holds a Ph.D. in Economics and an M.A. in Development Studies (University of Passau). His research focuses on sub-Saharan Africa and includes the measurement of inequality, the economics of crime and conflict, and the analysis of population dynamics. In his research, he combines survey and census data with remote sensing data, such as satellite data, and applies methods from empirical microeconometrics and geospatial analysis.

Mapping Informal Settlements in Sub-Saharan Africa

About 50% of Africa’s urban population lives in informal settlements without decent housing and basic infrastructure. However, information about living conditions that is comparable across the continent is lacking. This research project will use satellite images and deep learning methods to map informal settlements across Africa. In combination with geo-referenced survey data, the impact of living in informal settlements on residents’ well-being will be analyzed.
